Entry into geographical zones

You do not require authorisation for flights within geographical zones, if you can comply with the operating conditions specified for the geographical zones in question. The state aviation authorities may authorise deviations from the specified operating conditions in justified cases. The responsibility depends on the respective flight location. The table below lists the state aviation authorities and the documents required for each application. 

Depending on the state aviation authority, an application is divided into a general permit and an individual permit. The general licence issued is valid for a specific period, usually two years. Different criteria must be fulfilled depending on the federal state. The general authorisation of deviations can also be issued by the state aviation authority in the form of a general ruling. In this case, you can make direct use of the authorisation published by the state aviation authority without having to submit an application. An individual authorisation is required if the use goes beyond the scope of the general authorisation, in particular if deviating ancillary provisions are required. The individual licence is limited in terms of location, subject matter and time.

    For the Federal State of Hesse, the responsibility for processing applications for entry into geographical areas is divided. This depends on the planned place of flight.

    The Darmstadt district government is responsible for the following districts and independent cities: 

    Districts:
    Bergstrasse, Darmstadt-Dieburg, Groß-Gerau, Hochtaunuskreis, Main-Kinzig-Kreis, Main-Taunus-Kreis, Odenwaldkreis, Offenbach, Rheingau-Taunus-Kreis, Wetteraukreis.

    District-free cities:
    Darmstadt, Frankfurt am Main, Offenbach am Main, Wiesbaden

    The Kassel district government is responsible for the following administrative districts and independent cities: 

    Districts:
    Fulda, Gießen, Hersfeld-Rotenburg, Kassel, Kassel district, Lahn-Dill district, Limburg-Weilburg, Marburg-Biedenkopf, Schwalm-Eder district, Vogelsberg district, Waldeck-Frankenberg, Werra-Meißner district. 

    District-free cities:
    Kassel

    For the state of North Rhine-Westphalia, the responsibility for processing applications for entry into geographical areas is divided. This depends on the planned place of flight. 

    The Düsseldorf district government is responsible for the following districts and independent cities.

    Districts:
    Düren, Euskirchen, Heinsberg, Kleve, Mettmann, Oberbergischer Kreis, Rhein-Erft-Kreis, Rheinisch-Bergischer Kreis, Rhein-Kreis Neuss, Rhein-Sieg-Kreis, Viersen, Wesel. 

    District-free cities:
    Aachen, Bonn, Duisburg, Düsseldorf, Essen, Cologne, Krefeld, Leverkusen, Mönchengladbach, Mülheim an der Ruhr, Oberhausen, Remscheid, Solingen, Wuppertal.

    The Münster district government is responsible for the following districts and independent cities.

    Districts:
    Borken, Coesfeld, Ennepe-Ruhr district, Gütersloh, Herford, Hochsauerlandkreis, Höxter, Lippe district, Märkischer Kreis, Minden-Lübbecke, Olpe, Paderborn, Recklinghausen, Siegen-Wittgenstein, Soest, Steinfurt, Unna, Warendorf.

    District-free cities:
    Bielefeld, Bochum, Bottrop, Dortmund, Gelsenkirchen, Hagen, Hamm, Herne, Münster

    The Luftamt Nordbayern is responsible for the administrative districts of Upper Palatinate, Upper Franconia, Middle Franconia and Lower Franconia.
